Okay, what they need to do is go one way or another, this problem sits at the feet of the Religious authorities. Why? Penalize the people selling these clothes and encouraging the offenses. Also , if a person is not Muslim you cannot force them. But if a person is maybe they need to educate them better. By threat of violence without solid understanding as to why a women covers in Islam is a problem. Religions design is to help the people not give excuse to harm or humiliate. We arent oppressers.

I can explain in full if needed as far as covering in Islam Christianity and Judaism we all have the same rules. The pagan influences encourage the women to disrobe. The Torah /Old Testament is clear on the issue. Catholics need to look no further then Mary. There is a value in the women guarding herself. Email me I'll do my best to explain.
