It's 1 hour as opposed to 30 mins, it's got no laughing track, and the humor is completely different than that of a sitcom. I know, the office fits the definition of sitcom as a situational comedy, but it stands far from every other sitcom.

The 2 Xmas specials were 45 minutes each and the series episodes were 30 minutes,although no matter what the episode length I don't think it makes a massive difference.The fact that it lacks a laugh track and has slightly darker and drier feel than other sitcoms doesn't mean it separates itself completely from the genre;as you yourself say,its comedy is derived from the situations the characters are involved in, therefore it's a sitcom.Plus Gervais and Merchant themselves refer to it a a sitcom.

The noun SITCOM has 2 senses:
1. a humorous drama based on situations that might arise in day-to-day life
2. a humorous television program based on situations that could arise in everyday life
so i think the office would fall under a sitcom??
