Regardless of whether its a singing technique or not, which as you have explained to me. Its quite obvious that its produced by obstructing airflow in the vocal tract, and it is also quite obvious that with this particular song, in my opinion it does not sound appealing, but rather that she is indeed choking. Most people do not have expertise enough to appreciate a "Palatal Stop", but rather they want to hear a song that appeals to their ears.

Hi thepurpleshoew, the palatal stop is similar to a glottal stop, which is the kind of sound or sensation you experience when you gulp (where the soft palate, the spongy bit at the top and back of your throat, meets the the throat), but placed higher in the mouth - closer to the hard palate and not so much in the throat. Everything else you said pretty much sums it up! :)
Oh and slightly off topic... her piano looks like chocolate and licorice, and I want to eat it!
