Look's like John K's animation (Ren & Stimpy) and sounds a bit like Cake. Catchy, one of the few Weird Al songs I can listen to just to listen to.
I love his other stuff, but I can only listen to a parody or a polka about five times before I get tired of it.
And if Janet is a billionaire, why doesn't he just make her get an earlobe reduction? It would probably be a good idea, I think there might be a tumor in that behemoth of a lobe.
